Title I, II, and III

Titles I, II, and III
Title I, Part A:

 

Title I is a federally-funded education program. The Division must apply annually for these funds through a grant submitted to the Virginia Department of Education.  In Culpeper, Title I funds are used to supplement instruction for elementary students in qualifying schools. Schools qualify to receive these funds on the basis of economic need.  Pearl Sample, Farmington and Sycamore Park Elementary Schools receive Title IA funds. These schools qualify as Title I school-wide schools, which means that any student within these schools can participate in the program, and teachers must be highly qualifed.  (See Title I Parent's Right to Review Notice - English and Spanish. Funds are mainly used to support additional reading and math specialist positions.  

 

Title I is supplemental to what the school division provides. The school division funds a minimum of one reading resource teacher at each elementary school. Title I personnel are in addition to what the County provides. A. G. Richardson, Emerald Hill and Yowell Elementary are non-Title I schools, but they have locally-funded resource teachers who serve students.

 

In non-Title I schools (A.G. Richardson, Emerald Hill, and Yowell), students who participate in the reading resource programs qualify on the basis of educational need. Teachers refer students to the program using a multi-criteria selection instrument, and parents are contacted in writing regarding the assessment results.

 

Learning to read is one of the most valuable skills your child will ever learn. One practice that helps children continue on the road to reading success is for parents to set aside a special time each day to read with their children. This sharing time is important because it demonstrates to your child that reading can be fun, exciting, and informative. Best of all, when parents and children read together, they have a special sharing time -- available in no other activity. This time together not only helps your child develop a positive relationship toward books but also reinforces the important bond between parent and child. Plan to take a few moments each day to share the joy of literature with your child. 

 

Parent involvement is encouraged through ongoing communication, the media, parent workshops, PTO meetings, and the Title I parent council meetings. (See parent policy.)

 

Title I, Part D:

 

Title I, Part D, of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB), calls the Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent or At-Risk Act, provides financial assistance to educational programs for youths in state-operated institutions or community day programs. The program also provides financial assistance to support school division programs involving collaboration with locally operated correctional facilities.  CCPS must serve as the fiscal agent for services provided to qualifying institutions or programs. Title II. Part A:

 

Federal funds awarded under Title II, Part A support programs to increase academic achievement by increasing the number of highly qualified teachers in classrooms; increasing the number of highly qualified principals and assistant principals in schools; and increasing the effectiveness of teachers and principals by holding school districts and schools accountable for improvements in student academic achievement.

 

Currently, Title IIA funds in Culpeper are used to support math specialist positions. The use of funds for this purpose is based on the Division's needs assessment results as well as input collected from staff and parents.  The specialists provide embedded, ongoing professional development to teachers and other staff members to promote effective, highly quality instruction. The grant is submitted annually (June) to the School Board for approval before being forwarded to the Virginia Department of Education for approval. Staff, parents, and other community members are encouraged to provide input in developing the application.  A copy of the grant is available for review at the School Board Office.

Title III:

 

Federal funds awarded under Title III support programs to improve the education of limited English proficient (LEP) children and youths by helping them learn English and meet challenging state content and achievement standards. Title III programs also provide enhanced instructional opportunities for immigrant children and youths. A copy of the grant is available for review at the School Board Office.
